Jacqueline Miller attended Prairie View A&M University and earned her Bachelor’s degree in Finance/Banking and MBA in Business Administration. Jacqueline Miller has worked in the health care industry for more than 30 years, which brought her to Houston.
She has been the president and CEO of Optimal In-Home Care, Inc. since 1996 and Optimal Community Support Services since 1996, both Home Health Care Agencies providing needed services to clients throughout Houston, Texas, and surrounding counties.
She partnered with the Department of Labor (DOL) as a Registered Apprenticeship Program while providing jobs for over 200 employees throughout the Greater Houston area and surrounding counties. She is also a Community Liaison, Business Mentor, and Coach for startups.
She founded Optimal Community Development Services in 2013, a 501(c)(3) nonprofit organization whose mission is to serve as an agency through which programs may be developed to provide job development for young adults and support to the elderly population needing financial help to pay for in-home attendant services.
Through donations, the organization helps fund and train young entrepreneurs, giving them real-world experience through business ideas that strengthen problem-solving skills. It also seeks to connect youth with local business organizations and schools to create meaningful mentorship opportunities.
She strives to create a brighter, more compassionate world for all.
Accomplishments
- 1995 – Member of the International Who’s Who of Professionals
- 2013 – Nominated as one of the Top 50 Black Health Medical Wellness Professionals in Houston by D-Mars
- 2020 – Elected President of ETA PHI BETA SORORITY XI Chapter, Houston, Texas
- 2022 – Nominated for the Joe Biden Presidential Lifetime Achievement Award through Fresh Spirit Publishing Company
- 2023 – Nominated as a Success Mogul – Successful Women in Business through Fresh Spirit Publishing Company
- 2025 – Received an Honorary Doctorate in Humanitarianism through Global International Alliance University
